Works of construc- tion are practically our oly labor market, and to these the laborers have to look for employment, ‘The prosper- ity of the town depends jargely upon the pay roll of these works Prince Kupert needs these public works, not only to give her population employment, but to prepare the city for the rapid growth which is due in the immediate future. a Public works require careful planning, economic management and an executive head. But a still more un- portant necessity 1s money, and a lot of it. Getting the money is 4 port in municipal legislation not usually given much consideration by the public, To the average man who believes i the credit of his own city it looks easy, but as a matter of fact it 1s the biggest problem of them all. in order to raise money a city council must first get the sanction of the property own- ers through their ballot. House holders and license hold- ers may demand these public works, but after all it is only the property owner® who can pass the bylaw to raise the money. If the properly holders say nay then there are no public works. Having received the assent of the property holders the Gits Council then offers its deben- tures to the financial corporations who have the money. Before a man or a company lends a hundred thousand or a million dollars they naturally look up the record of the applicant. If the city is not too heavily in debt; if it looks prosperous; if it is not wasting its revenue; if it bas an internal feeling of confidence and harmony, the money will probably be forthcoming at current rates, but if there is the slightest doubt on any of these poimls the door of the money vault !5 closed, for money is the most timid thing in the world, A word of warning from a chief officer in a bank having @ branch in the city, or im the case of Prince Rupert, a word from the head of the Grand Trunk Pacific Railway Company would temporarily — kill the credit of the city. Without money there will be no work. Thus a mayor and his council must first have the confidence of the property owners and then the confi- dence of the money market. The year 1912 gave us an- illustration of a mayor who had neither. All the bylaws he submitted to a vote were defeated, and he had little or no success in selling the debentures which had been passed by the preceding year’s council. If it were pos~ sible for a mayor to have the unanimous support of every householder and every license holder in the city, and though he prepared ten million dollars’ worth of public works, if he did not have the confidence of the property holders and the money market, the city would die of dry rot. That is what is happening to Prince Rupert mow. That is the result of having a mayor who is led by the prejudice of his passions, whose bitterness and vindiet- iveness has severed him from one political ally after an- other and who has shown pitiful incompetency in office.
