DAILY EDITION New York City Tuesday, Feb. 4, Editorial Notes and Clippings A PUBLIC READING ROOM At the public meeting to be held im the City Hall tonight for the purpose of discassing the establishment of a public library or reading room it is searcely to be expected that there will be any serious ob- jection raised to such a meri- torous proposition. The na- ture of the plans for an im- mediate start is about the on- ly point upon which there may be a diversity of opinion, and in this connection the matter of location should be carefully considered, It has already been suggested from some sources that a room might be obtained in the city hall. Such a plan would in all probability prove fatal to the suecess of a pub- lic reading room. To be a successful and permanent in- stitution a public library, like almost anything else, must be constantly kept before the at- tention of the masses of the people. The best way to ac- complish such an_ end is to have the reading room located in as conspicuous a place as possible in the section of the city where the traffic is the heaviest, and it should be as easy of access as possible. A bright attractive room on the ground floor on one of the principal business streets should be selected as the tem- porary site until permanent and imposing quarters can be secured. a THE ROGERS SORT OF POLITICS. The Hon. Robert Rogers has been at it again. With the ob- ject of helping a Conservative candidate in a bye-election for the Nova Scotia Legislature he caused his private secretary to make public in Antigonish a list of public works that the Dominion Public Works De- partment proposes to construct in that county during 1913-14. The total amount was consider- ably over two hundred thou- sand dollars. The has not Canada about expenditures; Parliament of been consulted these it is doubtful if even the gov. proposed considered or Yet here corruptionist ernment has sanctioned them. is this wholesale playing once more the game played in Riehelieu, and prac- tically saying to the people of Antigonish; “Vote for the Tory candidate and your wharves and breakwaters will be cared for generously; refuse and the proposed items will probably disappear from the estimates.” The hope expressed by Lib- erals after the Richelieu inci- dent that Mr. Borden would take his minister in hand and prevent the intreduction of Manitoba methods into Federal politics can no longer be en- tertained., Mr. Rogers has some hold upon his leader that prevents the Premier from sub- jecting the Minister of Public Works to much needed discip- line. That Mr. Rogers should flout and scorn the authority of Parliament and the proce- dure of constitutional govern- ment is not to be wondered at. Brigandage is not subject to the restrictions of legalized war. But if Mr. Borden will not cut the comb of his min- ister the Liberals in Parlia- ment have a plain duty to per- form. They must by resolu- tion and by a thorough ventila- tion of Mr. Rogers’ offences put the facts before the country. The Minister of Public Works is no Caesar. He is only “a lath painted to look like iran.” He must be taught that the Commons of Canada are not entirely negligible. — Toronto Globe. _ MISSING!
