Ever since the government at Ottawa announced that it had no further arguments to sub- mit on the naval question, that the speech of Hon. Mr. Foster was the final declaration of the Conservative party on the sub- ject, there has been an en- deavor to persuade the public that “the fight’ has gone out of the Liberals. We find this old, absurd assertion repreated in yesterday morning's des- patch containing the political intelligence of the capital. That, however, is not a very reasonable way to endeavor to persuade the country that the opposition, with Sir Wilfrid Laurier at its head, is prepared to let this matter peter out. The naval question contains a real and vital principle in it for which the Liberals are con- tending and for which they will fight absolutely to the end. It is possible that Mr. Borden, with his forty odd majority in the House, may be able to over- come all opposition. That is one of the adventualities that must be looked for. But the enforsation by Parliament of Mr. Borden's proposal will never be consented to, and cannot be consented to, by the Liberals. The debate on the matter has made it clear that there is absolutely nothing wihch can justify the contribu- tion which constitutes Mr. Borden's programme. If there were anything to justify it, if there were any emergency, any necessity for present assist- ance being given, then it would be a different matter.
