Teenage drinking here

n RCMP officer has lashed out at
_..teenage drinking in the city. But
Staff Set. J. F. Gregory didn’t really
have to tell many that there is liquor
being acquired by minors. It has been

more than evident.

While Prince Rupert isn’t alone in
this problem we’re afraid that this
city does have its share of teenage
drinking. It is particularly noticeable
on a Friday or Saturday night, and
smack on Third Avenue,

worst of all,
our main street.

We can only concur with RCMP
action in confiscating the liquor and
prosecution. It
should be noted here that perhaps an
even tighter dragnet could be placed
on the city in an attempt to curb the
almost out-of-hand situation. ©

OTTAWA (TNS) — Throne:
Speech debates are a monu--
mental bore. The one just con--
cluded. was no exception. The:
committee ‘which will consider:
a general reform of the pro-.
cedures of the House of Com-
nrons should sink its teeth into
this rigid ritual, most of
whichis a waste of time.

The eight days allotted to-
it. could easily be cut to four
if the drone of largely mean-
ingless speeches were cut to
the legitimate purpose of the
opening debate, which is a dis-
cussion of the government pro-
ggam and the opposition’s right
to challenge it.

Since the essence of the cri--

ticigm and the challenge of the
program comes from the lead-
crs of the opposition parties,,
all the subsequent rhetoric.
adds little to what has been
said during the first two or
three days, The right of every
Member of the House to ex-
press his views could be eas-
ily preserved if anyone who
wished to speak after the lead-
ers’ day were required to make
an original contribution to the
debate.

This would Iimit the num-
ber of speakers to MPs whose
views. differ from those = ex-
pressed by their leaders, or
who feel that they have some-
thing important to add to
what had already been said,
Such a rule would go a long
way toward eliminating the
irrelevancies which clutter the
Throne Speech debate,

ate most of the maiden
speeches by newly — elected
members. This would) hardly
be any Joss, since virtually all
the maiden speeches are made
hefore an almost empty House,
with the few “courtesy listen-
ers” either doing their cor-

ents, whether drinkers or not, take a
closer look at their offspring. We sug-
gest parents take their teenage chil-
dren to tusk on this subject and do
some investigating as to their evening

entertainment, especially on Friday

and Saturday nights.

Parents don’t have to be told of
the many possible unpleasant results
of a teenage drinking party. We'll

,name a few just the same: Auto acci-
dents involving lives and the appear-
ance of the youth in court, facing any
number of sentences for which the
parent must answer to; fighting re-
sulting in injury; the lack of. a clear
mind to concentrate in school or at
work. There are many, many more.

The actual greatest offender is
that person who makes the alcoholic
beverage available to the teenager. It
is hoped the police will look into this
in their efforts to stamp out under-

“age drinking. There must be many of

them in the city, otherwise how would

proof of the wastefulness of
the current procedure. As us-
ual, all the meat of the dis-
cussion was contained in the
initial speeches of the party
leaders, To all intents and pur-
poses the real business was

‘the first no-confidence motion

were counted at the end of the
third day of the debate. What
followed was a sheer waste of
time—with one notable excep-
tion.

That one exception was Mr.
Gordon Churchill's chronol-
ogy of the alleged “American
intervention” in our domestic
affairs. Since this was meant
as a reinforcement of Mr.
Diefenbaker’s arguments, it
could and should have follow-
ed the leaders’ speeches, pro-
vided the Conservatives insist-
ed on soiling their hands with
such a pathological outburst
of anti-Americanism.

Perhaps many of them wish
Mr. Churchill had not spoken
at all, for his use of the now
famous forged letter is bound
to do immeasurable harm to
the party, especially if the sus-
picion voleed by a government
spokesman, that the docu-
mont may have been fabricat-
ed behind the Iron Curtain, is
substantiated,

Atlantic Treaty Organization.”

The whole thing is too silly
for words. But perhaps it might
give the public a glimpse of
the working of some of the
fossilized minds still afflict-
ing our parllament,

CLC lacks power to oust

OTTAWA (TNS)—After four
years of tr¥ing to fight sailors’
labor czar Hal Banks, the Ca-
nadian Labor Congress has fi-
nally learned there are only
two groups powerful enough
to drive him from Canada —
the Government or the United
Steelworkers.

The CLC, with no power of
its own and shaken by ‘the de-
fiant refusal of the American
labor movement to abandon
Banks and his Seafarers In-
ternational Union of Canada,
now concedes someone else will
have to do the fighting.

The faiiure to persuade. US.
labor that the American-born
Banks should be stripped. ‘of
power in Canada is humiliat-
ing to CLC president Claude
Jodoin, who was confident his
first name relationship with
U.S. union chiefs would bring
results.

BACKS HALL

But, as Jodoin told a CLC
executive seSsion, the Ameri-
can labor movement—except
for the Steelworkers—backs
Paul Hall, SIU of North Amer-
ica president, who is fighting

to keep Banks entrenched - in,
. Candida. *
The: CLC president is also’

disturbed that some of the
Canadian labor leaders who
vowed to destroy Banks only
six months ago are no longer
interested in the fight.

Only the Steelworkers, whose
members. sail U.S, iron ore
ships and man ore docks on
both sides of the Great Lakes,
are prepared to fight.

While his labor foes at-
tempt to mobilize against him,
Banks is concentrating on lob-
bying Liberal MP’s to try to
ease the impact of the Norris
probe report which is now in
its final draft. 1

Banks has talked to Lib-
eral MP’s in Montreal and has
invited members of all parties
to tour his SIU hiring halls
across Canada.

At the same time, J. D.
Leitch, president of Upper
Lakes Shipping, has pressed
his. case against Banks with
Prime Minister Pearson
