low spectacles of political par-
tisanship, a loan and a gift
may possibly appear equal
Also, there is presented as a
powerful argument what Hon
George P. Graham, minister of
railways in the Laurier cabinet,
is reported to have said on the
subject. and these are clinch-
ers. To show that Mr. Graham
was satisfied the party organ
quotes: “There were no fig-
ures to prove that the Northern
Pacific needed aid.’ It then
