It is provided that the own- ers and managers of cold storage warehouses shall give the public the preference in the use of the refrigerated space in such ware- houses. It shall be deemed to be a violation of the regulations if the owner of the warehouse re- fuses to receive goods from the public at the approved rate for storage, on the ground of lack of space, when any part of the space is oceupied by goods which are the property of the owners of the warehouses. Owners and managers must not contract or agree to give all the refrigerated space to one or more firms to the cxclusion of the gen- era! public. Owners or managers of coid storage warehouses with whom contracts have been entered into for the payment of subsidies un- der the Cold Storage Act, and who receive fish for storage shall accept herring at the usual rate, and if delivered in the usual man? ner, irrespective of whether the herring are to be used for food or for bait. One of the dead was Arthur Caron, a machinist, and.a leader of. the Industrial Workers of the World. The two other known dead were women. The explosion was at first at- tributed to dynamiting in a near- by subway excavation and in the excitement on the collapse of the building, estimates of the dead ran as high as fifty. Inspector Kgan, chief of the Bureau of Inspectors, said the bomb was powerful enough = to have wrecked the entire neighbor™ hood if properly placed.
