No Class Monopoly In Government. at Halifax, Mackenzie King, the Liberal leader, indicated his opposition to the monopoly of government by any one class of the community, He claimed that parliament must be like a mirror and reflect the aspirations of all groups. There should no more be distinctions of class in parliament than there ought to be in a municipal council. While the members represent the electors, their iabors in the House are for the benetit of the whole country. And any parliament which does not represent the whole of the community seldom demits office retaining the confidence of the community. True liberalism is wide enough to embrace many shades of opinion—and even divergent opinions—and is bound by no narrow outlook. The essentials of all groups who stand for progress are capable of assimilation and would form the basis of a Canada United. Unity is the thing worth striving for. True Values Better Than Fictitious. There was a whole lot of horse sense talked at the meeting of the Ratepayers Protective Association in the city hall last even- ing when the assessment of city property was the chief subject discussed. Most of those atlending were business men and prop- erty owners, and what many could not see was why assessment was so consistently above the real values of the property. Value is a relative term, and it fluctuates. The chief cause of the for- mation of this organisation was that lots were often assessed at many times their market value, which is the amount agreed upon between a willing buyer and a willing seller. The problem re- solved itself, in a few words, into a question of whether a high assessment with a low rate of taxation was preferable to a high taxation rate and a low assessment. It would seem to be the same thing in the long run. ‘The chief difficulty is, however, that the high assessment value bears little relation to the true value, while on the other hand, the high taxation rate would not be one as to which there would be any dubiety whatever. Out of town property owners-are sometimes grievously disappointed when they value their holdings at the amount assessed. They are often of the opinion that they possess property of a valiieé which does not exist, With an assessment made approximating the actual value of the property, out of town buyers would know what to expect when turning their property over. The citizens on the other hand would be no longer stringing themselves along in the belief that the value of their property was two, three or four times as great as it really is. The concensus of opinion seemed to be that the time for such camouflage is over and that we might as well come right out into the open and have the real values declared. First Meeting of League of Nations. With the final ratification of the Treaty of Versailles, the League of Nations, which has been talked of for so long, is now an accomplished fact, and President Wilson has called for its first sitting. There are many odds and ends created and left over by the war which will take up a lot of the attention of the League to begin with, so from the first it will be operating for the benefit of all the signatory nations. The League of Nations will be a much more stable and efficient instrument for the preservation of peace than the so called peace conferences sug- gested originally by the late Czar.
