Commissioner Hill felt that all the clubs in the city should be treated alike. As far as he knew they were all receiving rake-offs, but it seemed very difficult to prove this fact. He did not con- sider the Prince Rupert or the Wanderers’ Clubs were on any different footing from the ‘‘sub- marine’ and they all should be treated alike.
