DAILY EDITION. = ————— adfggge Saturday, Feb. 7, 1920. _—— Smelter for This District Necessary. A smeiter is necessary in this district right at once. That is the opinion of the Prince Rupert Board of Trade and of prac- tically everyone who has given the matter any study. A petition has been sent forward to Premier Oliver asking that a smelter be established at Port Edward or at some other point in order that the ores may be taken care of in this country instead of being shipped to the United States, The petition points out that already the smelter owners are buying up local mines and making them tributary to the smelters to the south. If there are no local facilities small owners will be bound to sell their mines as they cannot alford to ship ore and wait a long time for their returns. With quick returns many mines could be developed and pros- pects would be worked which otherwise would lie dormant for years. , It is not only Prince Rupert that is interested in this ques- tion. The interior mining districts all stand to benefit from the establishment of a smelter here and so do the mining camps up and down the coast, especially those at Stewart and Alice Arm. We cannot afford to wait until some private company gets going. We have been fooled too many times with proposals from men who have professed to be prepared to commence work at once. What we want now is action that will insure that Cana- dian ore be smelted in Canada. Probation is Not Satisfactory. The Daily News does not agree with the Board of Police Commissioners in putting the police force under probation. ‘lhe police have worked for the city long enough for the commission- ers to know what are their capabilities. If they are satisfactory, why worry them? If they are not satisfactory, let them out and put others in their places. The employer that goes not know whether or not an em- ployee is satisfactory after years of service, is hardly suited to be an employer. We do not see that there is anything to be gained by putting the force on probation. If they were not satisfactory last month neither are they to be trusted this. If they did good] work during the past year, they may be depended on to continue that good work. We believe that more depends on the com- missioners than on the police force. Must be Backed By Commissioners. The police of this city, we take it, do not differ materially from those of other cities. If they have orders that a certain thing is to be cleaned up, and they feel that the order is really meant, they will provide ways and means to do the cleaning. That is the work of the chief. It all depends on the backing he receives, It does not depend on the public utterances of the com- missioners but on the real intent. This has been nfade clear not only here but in other places. We could quote many instances of apparent slackness on the part of the police force of cities, which with the same- force was completely changed when the power behind showed that it was determined to have results. We are not saying now that this city is worse than other small industrial and seaport towns. What is sure, however, is tha, on the outside at anyrate, the city has not a very savory reputation. We cannot afford to have such a reputation and for that reason, if for no other, we should see that the police are alert and always on the job.
