Pattullo sets at rest the fears that the open fisheries proposal may be set aside for another year. The first section of the new regulations defining the areas have been received at the Daily News office and may be seen there by anyone interested. A summary of it was given in yesterday’s paper. ' It is very satisfactory to know that the combined efforts of the Board of Trade, the Dominion member and the Provincial member have been successful in securing this change. ‘There was a lot of effort put into the work. Delegations went to Ottawa in respect to it and letters and telegrams were sent, For several years the agitation had been kept up and this year there was a grand finale made possible largely through the co-operation and activity of the member for Skeena. Now it seems to be an ac- complished fact. Board of Trade And City Grant. Objection was made last night to a grant being made to the Roard of Trade for publicity and other purposes. The board is ‘composed largely of business and professional men and to a large extent it looks after the publicity in connection with the city. It answers correspondence and tries to put intending in- vestors in touch with those who wish to establish industries here. It also takes up such matters of public concern as the recent fight for open fisheries which affects every class in the community. Another matter it has striven to obtain and is still working on is the right to use gas boats on the Skeena River. All the members of the labor unions favor this, butitis the Board of Trade that keeps it to the front, sends delegations to Ottawa in regard to it, telegraphs resolutions and lets the people at Ottawa know that it is a live question here. The Board of Trade has a great deal of influence when it takes up a public question as it is supposed to be representative of the interests of the city as a whole. Its members not only pay a fee of ten dallars a year but also do a lot of work gratu- itously. They feel that the least the city can do is to support them. This the council deeided to do at its meeting iast night, but it would have been pleasant for the board to feel that its efforts were “appreciated by the whole community, not only by seven-eighths of it. Public Library Is Live Question. : It is to be hoped now that the estimates are being prepared by the City Council that the matter of a public library will not be left out again this year. We suggest that those who are inter- ested in this matter get together and meet the City Council and talk the matter over with them, There are many calls made on the city but a public library is of first importance. Many people imagine that a costly building is necessary in order to get the library going. Such is not the case, however. All that is needed is a trained librarian, a place to keep the books and enough books to form a nucleus on which to build. A library is not a building, it is an institution. It is absolutely necessary to have a librarian who knows the business. An enthusiastic librarian is worth a great de!) to a community. Most people know little about books and they have little idea of choosing.
