No paper can be published and pay its way at present prices without advertising. The reason why the Canadian papers cannot get newsprint is because it is being all shipped away to the United States. It is claimed that high prices can be obtained there. The prices set by the Government here make it possible for the paper mills to pay as high as 22 per cent but they are not satisfied with that. it is the eastern mills to which reference is made. We know vothing of the operations on this coast, where, up to the present, all the local needs have been well supplied. Here is a Canadian product made from Canadian raw ma- teria!, yet Canadians are unable to buy it. The miils have so far proved to be stronger than the Government and have openly defied them in some cases. In other cases they have evaded the regulations. ‘We believe that every encouragement should be given to industries, but when the industries try to defy the Government, it is about time something was done about it. Record Building Figures for February. There never was a February in the history of this city when so many building permits were taken out as in the month jus! past. The weather was fairly good and a large number of new cottages were started. A few of these are being financed under the Housing Act but most of them are being erected independent- ly of that fund. The question is often asked: “Is Prince Rupert growing ?”’ The building record is the oniy answer. It is nothing like as large as it might be, but it is large enough to indicate that there is a steady growth and that if it continues we shall soon have a pretentious city. Winter Better Than Anyone Expected. The present winter has been a much better one than most people expected. Those who knew the conditions were very dubious in the autumn, There were a very large number of re- turned soldiers discharged in the west and before winter many of them had absorbed their discharge pay. As winter is the dul! time for work and as food and fuel and rents were high, the prospect was not a glowing cne. Add -to this the generally dis- turbed state of the public mind following the war, and the possi- bilities were not rosy. Having these things in view the Provincial Government set aside a lange sum of money for the aid of returned men who had not yet been properly replaced in civil life and the provincial officials were careful to see that there was no distress among them. This had a good effect. Now the winter is practically over and things are steadily getting back to normal except that the cost of living still soars. Production will soon bring that back to’ its proper level, however. It will take time, but it will be dene. Following smaller wars than the one recently closed, there have been high prices and disturbances and commercial collapses. It is to be hoped that commercial disturbances will be avoided on this occasion, but if prices are forced up as is being done, theré will be a drop which will be sudden and complete.
