Sir Thomas White made a stirring speech in the Hause 0 ber Port atin, ha im Commons at Ottawa, the burden of which was that the Govern- ment should hang on to office as long as possible and then go to the country on a policy of high protection. The despatch said that Sir Thomas was cheered by the ministerial members. Now we know where to find the Unionist party. Sir Thomas White read out of it all those who did not believe in high tariffs better known as the National Policy. He urged that those who think alike on the tariff issue get together and sweep the country. Sir Thomas White further expressed disapproval of the formation of a farmers’ party and spoke of the farmers as “creatures of the moment.” He expressed the opinion that the farmer would, when the protective policy was explained to him, fall in line and support it. Hon. Robert Rogers Does the Same. A few days ago Hon. Robert Rogers also made a militant speech at Winnipeg. He is reported as saying that the present cabinet was “a Government of tinkers and jobbers, a Government of second-hand dealers—their energies almost entirely devoted to second-hand theories that are the product of the diseased brain of some poor unfortunate uplifter.” The former Conservative minister strongly urged a ‘‘definite and a fixed scientific tariff..’ He spoke of the “necessity of the a Conservative party perfecting its organization everywhere.”’ He said that Union Government might have been necessary during Hi the war, but in peace if was a different thing. A general election could not be long deferred and the sooner it came the better. a Position of Colonel Péck. vay In view of these statements people in the city are wondering at what is the position of Lieut.-Col, Peck who is an avowed free trader and whose sympathies insofar as the fiscal policy is con- cerned are as far as the poles from Sir Thomas White and Robert Rogers. He must feel himself in the wrong camp just now. if There has been heretofore nothing particularly objectionable in the Government from a free trade point of view. Now, however, £ things are changing. The protectionists are forcing their views on the House of Commons and the Liberals are steadily with- drawing from the Government. There is still a good deal of gossip in‘regard to the premiership going to Sir Thomas White, but he would have to be premier of .a protectionist administra- tion, especially since his latest pronouncement. There would be no room under him for free traders or those who believed in duties for revenue only. Most able of Ottawa Tories, Sir Thomas White seems to be the leader of the Conservative elements in the House. He is the most able of the group now holding leading positions. fi’ He is in close touch with all the monied interests in the country, including the Canadian Pacific Railway. He seems to have urged to hold on until the Grand Trunk matter was settled, after which as the representative of the C. P.
