Admiral Jellicoe has reported to the Canadian Government in regard to the needs of the country from a naval point of view and the report has been Jaid before Parliament for the people of the country to decide whether of not they want | a navy and if they want it, how much money they will spend on it. It is to be assumed that the matter will be left in abeyance | It will now be for the present and will be discussed during the next election campaign in order that the people may be completely informed in connection with it. When the time is ripe for Canadian navy. built our merchant ships. do it elsewhere. a navy it certainly: must be a We must build our own war ships as we have We can do it just as well as they From an efficiency point of view it may be better to contribute to an Imperial navy, but the Canadian people can never become interested in that great silent monster as they would in their own little back yard fleet. To have war ships does not mean much to a country unless she is in a position to man them. A navy is not made, it grows. There has to be a building force behind it, but the navy consists even more in its personne! than in its ships. In Montreal alone, from January 20th to lebruary 2ist, three thousand, one hundred and twenty-two cases of Influenza and 189 deaths from the disease were reported to the Health Department. lf the outbreak had come at the beginning of the winter instead of the end, we might reasonably feel that the very cold weather would check the spread of the disease. But coming as it has, at the end of the winter, there is grave fear that an epidemic may occur.
