Germany Seems Becoming Settled. Judging from latest press reports the German revolution is proving a fizzle and the old Government will continue to conduct the affairs of that country. It seems like a final squirm of the old military party, an effort to forcethe hands of the Government in order to bring the military idea once more to the front. The difficulty there as in this and other countries is that a group of people get together, talk a good deal, and eventually fancy that they are the country.~ When they find that the people as a whole are not with them, they find themselves in a difficult It is so easy to become imbued with the ideas of the small circle of people in’which we move. That is what keeps up the enthusiasm for a losing cause at election time. The com- mittee room is the centre from which the enthusiasm radiates. Sometimes a club is the centre. There is in Germany a military set that associates almost exclusively with military people. They talk among themselves and enthuse each other until it seems to them that the whole country is beset with militarism. They are mistaken and they have now discovered their mistake.
