It does not follow, however, that they should not be brought under the searchlight of the Commissioners in a_ proper way: enlarging the scope of the Commission so as to in- clude these charges, as well as those relating to money said to have been corruptly obtained from other provincial building contracts. The situation has become so scandalcus that only the most expansive and thorough investigation will suflice to clear the ground on which to start a new and hon- est administration. Anything short of this, whatever diflicul- ties of a technical sort there may be to overcome, will fail to satisfy publie opinion or pave the way for the re-estab- lishment of the reputation of the province. Manitoba’s political corrup- tion is not a matter between two opposing political parties, but between the honesty that is essential to government stabil- ity and the crookedness that makes government impossible. The interests of the people as citizens of the province and the Dominion greatly transcend their interests as adherents of either political party. The effect of disclosures on either party is of but trifling impor- tance compared with the effect on the public life of the prov- ince. The first step toward re- form is a full disclosure of ex- isting conditions.
