At} one and the same time we are] condemning Prussian despot- ism and fighting to protec! our- selves from it, and we are ask- ing men to submit themselves to discipline—not only the re- cruits who are to join the army but men engaged in industrial pursuits and in every kind of occupaton. In Great Britain the leading topic of discussion is the organization of the na- tion for war. Of course that involves a certain discipline and some restriction of liberty. Obviously we must find some means of reconciling discipline with liberty. On the one side it is said that there is no use in talking about freedom and democracy unless we can beat Prussia and its vassais. On the other side it is said that there is no use beating Prussia if} we are all to adopt Prussian] methods.
