THE MAYORALTY
Since S. M. Newton has an-

 

nounced himself as a candidate
for the mayoralty for 1916,
there seems to be every pros-
pect of a contest, M. P. McCaf-
fery having announced himself
as a candidate some time ago.
The election of a mayor is one
of the most important duties of
any community, and, on this
occasion, the citizens of Prince
Rupert are called upon to say
who is to lead the city’s legis-
lation in one of the most mo-
mentous years of its history.
Prince Rupert, like every
other city in the Dominion, is
suffering from the blight of
war, and the financial roadway
ahead is admittedly rough and

thorny. New work, other than

what is absolutely necessary, is}

out of the question, and the
chief troubles of the mayor and
aldermen will consist of the
handling of existing indebted-
ness. The London financial
market is practically closed to
the world, and Prince Rupert
must look to Canada and the
United States for financial ac-
commodation.

With commendable zeal, the
city treasurer and the city so-
licitor have paved the way fer
the transformation of the basis
of the city’s indebtedness into
serial or annuity bonds, which
are much more acceptable on
this continent than the old
sinking fund bonds. Once the
citizens have passed an opinion
on this measure, the real work
of the mayor and aldermen will
begin, in the placing of the new
bonds advantageously. The sit-
uation calls for a leader of
sound financial knowledge to
co-operate with the city of-
ficials, and it is the duty of the

citizens to themselves to select
that leader. A city, like a prov~
ince, or a Dominion, gets ex-
actly the kind of government it
deserves and asks for, and the
