WAVAL QUNS There may be nothing but German boasting in the Swiss story of the 17-inch Krupp naval guns, but, if the report is true, and such huge guns are to be used in naval warfare by Germany, the building of entirely ships on which to mount them. The report also stated that the type of ship had been found. The finding of the type would be easy to a naval architect, but the building of them in any number is another matter. It is that the German navy is practically on the un- employed list so far as fighting is concerned and the mechan- ics may be used for construc- tion work, while there is no doubt that Germany ean get all the steel necessary. The one force against her is time. It takes months to build a single battleship, even of the smallest type, therefore an entire big gun fleet is going to take sev- eral years to get ready. If, of course, Germany is content to build monitors which are simp- ly floating gun platforms in a matter of twelve months she may have an effective, if com- paratively small fleet. Naval experts are unanimous in the opinion that present day naval warfare demands big guns coupled with speed.
