With the increase to six per cent. the installment plan they $1,612,806.00, thereby saving themselves $517,- 5841.50. It will be interesting to note the favorable position the city is in to take care of the extra levy. In doing so I submit that one must look upon it from the view point of the city as a whole, irrespective general under pay in 30 years, of local improvement or levy. From this aspect, therefore, we will take a comparison of 1914 evy and 1916 levy, with additiona!
