Monpay, May 8 It is not true that figures are dry reading, and can be mule to support anything. Figures do not lie, though their users may They condense into tabloid space a great fund of statement. The assessment figures published on Saturday are of particular interesi, and are worth studying, even by those who are rarely given to bothering about figures. The assessment shows where and how and to what extent the city council proposes to raise its revenues for the year. Little difference is shown in the total between this year and last— a mere trifle of $200,000 on a total assessment of over fourteen millions. At first sight this might lead the unthinking to suppose that thetaxes will be about the same as last year. This is not so, In last year’s total the Grand Trunk Pacific was assessed for its properties a sum of approximately $7,300,000. This year they are assessed at $4,834,830. The Grand Trunk Pacific is either to be congratulaied on a light assessment or condoled with for the remarkable shrinkage in the value of its lots. The new assessment maintains the old total by putting the defi- ciency onto the general public to make up. The general public is to be either condoled with on a high assessment, or congratulated on the remarkable increase in the value of its properties. The difficult thing to realise is how the company’s properties could shrink so in value during the year, and the general public's properties rise so in value, both of them being jumbled up in the s.me town. In the meantime, the assessment is a warning to the general public to look for an increase in their tax bills, especially to those who own Section ] property. The rate has not yet been announced, but it cannot under the Municipal Clauses Act exceed 15 mills. It is obvious that the assessor has had to increase the assessment to the general public in order to retain the revenue and maintain the borrowing power of thecity in the face of the proposed rebate to the Grand Trunk Pacific. It savours a good deal of robbing Peter to pay Paul. Ot course if Peter doesn’t mind—.
