Frank Oliver IS WELL KNOWN , Dan McGillicuddy Has Been More or Less in the Limelight for the Past Ten Years. Mr. Dan McGillicuddy, who figures in the charges against Hon. Frank Oliver has had a somewhat interesting career. Un- til about ten years ago he was editor and publisher of a lively weekly Liberal journal in Goderich. The famous West Huron by- election, the first in which “switch- DAILY EDITION. aE AN ANALYSIS OF THE NEW ASSESSMENT A closer study of the assessment for 1911, makes it appear an even more interesting document than at first appeared. Even without any statement of the figures for 1910 to compare it with, it was obviously placed side by side with the assessment an interesting document; for 1910, it becomes illuminative. The assessment while totalling to practically the same amount as last year is made up in quite a different way. Some people will get surprises when they open their tax papers, and find how their properties have increased in value since March of last year. The biggest surprise of all will be i: the matter of the Grand Trunk Pacific Development Company’s property. Last year they escaped with an assessment totalling $242,320. This year it has jumped to $2,280,630. This is a matter upon which general approval will be expressed. That they should have got off with a nominal assessment on large and valuable pieces of property last year was a grievance. Even with a jump from $242,320 to $2,280,630 they are getting off very well. $663,500 of the increase is accounted for by the removal of Section E from the railway company to the Development Company. The remainder is accounted for by assessing their holdings at cash value. Of their properties Section 3 escaped last year with an assess- ment of only $10,339. This year it is placed at $157,510. Section 9 is raised from $29,650 to $267,520. These sections while not as yet thrown open to the public for purchase, are being incveased in value by the ratepayers in the other sections, and it is right they should pay rates on a figure nearer their cash value. A good test of whether a property is worth the cash assessment or not in the owner's eyes, is to know whether he is willing to sell at the price. The Development Company would have no difficulty in finding a buyer for Section 9 at $267,520 or for Section 4 at $263,250. The Grand Trunk Pacific Railway Company on the other hand gets handsome reductions. Their property in Section 1 which last year was assessed at $4,003,000 has been cut down to $1,364,000. Allowance must be made, however, for the taking away of the piece of land known as Section E, which was assessed last year at $433,500 This year it is charged up to the Development Company. But even with that allowance the company gets a large reduction. In Section 2 the company has been equally fortunate. Its water- frontage there,assessed last year at $1,775,000 is now put at $175,000, a reduction of $1,600,000. Similarly the assessment for the water- frontage on Section 7 has been reduced from $1,500,000 to $686,500. The only increase to the company is for the Section 6 waterfrontage | which is increased from $27,500 to $327,000. The net result of the new assessment is that the railway company gets a deduction on its assessment from $7,291,500 to $2,819,500, a matter of $4,471,500. The offi- cial ballots were printed at his office, and he was called to explain. It was shown that he had no part in the fraud, but a tradition arose that he was the author of a campaign ballad beginning with the lines: . “Hurrah for Tarte, So bright and smart.” Later on the Goderich editor added a dredging contract to his journalistic activities. Still later he introduced at Ottawa a simple and convenient analytical index to Hansard and for several sessions was employed in its compilation. Then the lure of the wesi took him to Calgary where he published a lively evening paper. The most notable achievement of this jour- nal was its contest with the “Eye-Opener,"’ a publication which had large command of language of denunciation and attack. It says something for editor Dan that he pushed this war to the point at which the editor of the “Eye- Opener” sued him for libbel, which seemed to be a_ confession that Goderich man was ahead in the matter of language. { Windsor Hotel.
