A,7Ltitt Bj Mall, Per Mouth, 40c: Canadian Austerity THE RECENT ACTION that Britain lias.taHen I in the inauguration of an austerity plan raises an interesting question as far as Canada is concernedWill it happen here, and if so, in what form? The British austerity program is designed to achieve an adjustment in the adverse balance of ' trade by restriction of imports and expansion of exports. Canada faces a comparable, if less acute, trade situation. Consequently, the possibility that similar austerity measures, differing only in degree, might be in store for Canada does not appear illogical. Certainly, definite action of some kind must be taken soon the drain on our Ameri-candollar and gold resources is becoming serious. 'A program involving substantial reductions in U.S. imports, plus the promotion of our export industries and the encouragement of a greater degree Qf elf sufficiency in respect to some basic com-,.moditjes, is not too difficult to visualize. In any jScase, this possibility might well be kept in mind. ,?r 'In some cases reduced U.S. imports might bene-"fit Canadian producers. For example, cotton and rayon fabricators might be expected to do some- what better at least until British textile prod-"ucts appeared in volume on a competitive basis. , The drive for exports also would favor certain industries such as pulp and paper, and lumbering A ." cheaper dollar would prove a decided stimulus to the expansion of production for export. Lower tariffs on Canadian farm products entering the ' U.S. would assist materially in correcting our trade deficit but such reductions are believed po-litically inexpedient. In the longer run the implications for Cana- dian industry in general would be increased output, larger markets and in some cases larger profits. Nevertheless, for the pear term such a plan would involve dislocation and necessity for reorientation of all Canadian business, as well as relatively large capital expenditures.
