Yesterday George Rorie, city auditor, gave an interesting address to the Gyro members at the fortnightly dinner on the city manager plan of civic government as compared with the present syslcjn and advocated its adoption. He outlined the general scheme and explained some of the weaknesses of the system' as it is today. Many cities in the United States and a few in Canada have tried the city manager plan with considerable success. All are dependent to a large extent, however, on the personal element. No system of government is a cure-all for the ills of the day. Any system is good if the individuals have a high standard of intelligence andmorality .and do thejr duty. No system is good if the standard of Intelligence, of the people is Tow and the peoi pie are negligent of their civic duties. Make Constitutional Changes Difficult. In this country constitutional changes are easy to make, this being in marked contrast to the United Stales, where they are more difficult. The result is that we are apt Id change too often. There it requires a very large vole to change the constitution and the stales as well as the federal government must concur. Here bare majorities can effect changes. The electorate is easily influenced and sways spasmodically to and fro, varying with every breeze that comes. Sometimes opinions change just because the people are tired of going on in the same way. Suppose a city manager plan should be adopted and tried for a year or two and one or two influential people feel aggrieved over the treatment they get, they have sufficient influence to get it voted down. This tendency to change back and. forth is not good for the progress of the community. It is true in connection Avith the handling of alcoholic liquor. People with money can effect almost any changes if they are given sufficient time. Another Instalment Of Hansard Report. The second and last instalment of the Hansard report of the discussion preparatory' to the passing of the vote in favor of granting $150,000 as a preliminary sum for the construction of the. Prince Rupert elevator will prove just as interesting as was the first. Last night the action of Sir Henry Drayton was the chief topic of conversation around the cily. In strong contrast with it will be the short address of another Conservative leader, Hon. S. F. Tolmie, who spoke in favor of it. With that solitary exception, however, it is noticed the Conservatives are against the elevator and the Liberals and Progressives for it. As no votes are recorded in committee it is impossible to get any line up on it except from the Speeches. Give Sir Henry Good Reception. Prince Rupert people will give Sir Henry Thornton a good reception on his projected visit on August 0 if they have the opportunity so to do.
