WOULD CIRCULATE CARTWHEELS AGAIN Big Silver Dollars Almost Gone Out of Use in States Replaced by Paper . 'ASHINnfoX,-Sept. i. The U.S. Treasury has embarked on a campaign to restore the silver dollar the "cartwheel," which was so widely used twenty years ago to general circulation. The initial step was. taken when one of the coins' was placed in Ihe pay envelope of each of 5,000 Treasury employees.. Similar action will be suggested lo other government bureaus. During Ihe past 20 years a steady stream of silver dollars has flowed lo the treasury as. the use of paper money supplanted them on Ihe receding frontiers of trade . The movement was fur. thered by the government be cause of the expense and danger of Iransportaling the heavy specie in making necessary set llemenls between banks. It has been estimated, however, that Ihe upkeep of paper money costs the government, around three per cent of its total fare value, while maintenance of silver dollars costs practically nothing. Arrangements have been made whereby various reserve banks will' bear hereafter the expense of shipment of silver dollars. There are about $509,000,000 cartwheels available, of which some $131) .ooojooo now are re- by law lo he held- in the Treasury against silver certificates and silver treasury notes outstanding.
