It is utterly self evident that the public's vested interest in the timber in this Province ceases when the tree is felled. This is recognized by the fact that the royally is payable at That, time. It should be equally self evi dent that unless the timber. can be profilabley converted into some manufactured product, no one will cut it down and the pub lic will get no royalty at all. The Timber "loyally Act of I9I4 ignores the first of these propositions and threatens lo produce a deadlock not contem plated by the other. This measure computes the royalty rale on the average wholesale selling price of lumber during five-year period, thus controverting the very principle of the royally system which is essentially an impost payable on raw material. 'Phe next five - yearly - period starts on January I, 1 025. and on that dale, under this peculiar method f reckoning royalties, the original impost of ten years ago win be automatically increased 700 per cent., and the industry will be asked to pay a levy that will absolutely make a dead loss of every lumber investment in I he" Province.
