She is anxious that people shall understand the mistakes (bat have been made in Russia so that they may not be repealed elsewhere. Satisfactory Condition Of Provincial Finances. The (iovcrunient of B.C. is to be congratulated on the condition of the provincial finances. Willi revenue exceeding expenditures ami wilh the probability of a still greater improvement, there is hope that this time next year the Government will be in a position to announce a lax reduction, possibly the elimination of the personal property tax. The minister of finance announced that the municipalities are now gelling more from the province than is collected within their borders. That is a change, which really means a lowering of taxes ii the cilies because the province is paying toward the funds of the municipalities. New Loan Bill Is Announced. In the course of his budget speech the minister of finance announced that there would be a new loan bill for the purpose of financing the trunk road between British Columbia and the prairies and for laud settlement. Both of these are desirable objects. So far as Prince Rupert is concerned, we cannot ex pect to succeed in getting a trans-provincial trunk j-nad until the soulh has one. Once their's is completed, we. shall become much more pressing to have one completed, through the central part of the province. to Tlie possibility of instituting the city manager form of. government in the cities of British Columbia depends very! largely in the government.
