IRELAND TODAY UNDER COSGRAVE 4i:COKI ok mImtantial aciiikw: .MMENT AMI SO1K III' t'KOHLEMS J com konti.vo mini: t The achievements of Presldeut Oos grave and his colleagues in Ireland since j the present Government took charge and the problems that face the people of that country are set out brleny In an article In the London Tunes. Of the achievements, says the Times, the most notable are: 1. The creation of an admirable police force In the Civic Guards, who, though unarmed, are a fine body of men. recruited as a rule from the small fanner class, and already fairly well disciplined, efficient, courteous, and Intelligent. 3. The reduction of the Army frun over 50.000 a tew jreara ago to under 13.000 today It is still too large, and doubtless will be-further reduced now I that the Civic Ouard haa become more efficient. 3. Rapid progm in repairing the wholesale destruction wrought in the years of Internal strife, and a marked Improvement in communications throughout the country, which should Jo much to attract tourUL and especi ally motor, traffic from Great Britain. nmsTic policy 4. A drastic policy In repressing the abuses and maladministration of local bodies municipal and county councils by the substitution in many places of paid Commissioners, to the great relief of the rates. 5. The creation of an efficient de partment of agriculture ahlch. under lu present head, appears to understand ru ral problems, such as the grading of produce for the outside market aud the extension of the co-operative system, and . to poMess the confidence of the agriculturist ho. after all. ara the backbone of the country. 7. The firm line taken tn regard to the powerful publican interest, to which the old Nationalist rarty aa usually subservient, as shown In the measures taken to reduce the number of licences for the sale of liquor and to raise the fees. Also, the effective check of Illicit distillation in remote tract. 8. The absence of any sectarian bias, a fact to which the various Protestant Churches have borne frank testimony. ' l.U'K or C'AI'ITAI, The people of the net 8tatea are to day much more concerned with rcon omlo than with'' pomtcU questions, though the two are. of course. Inter-connected. The great slump In prices of agricultural produce which follewed the war boom has hit very hard a country which haa few industries, and depends mainly on Ita ei porta of horses, cattle, pigs, bacon, and butter to the British market t The decreased purchasing power of the British consumer, owing to industrial depression and industrial unrest. Is at Once felt by the Irish producer, and Is shown in the steadily decreasing exports and the increasing adverse balance at trade. Hence, the policy and act.oos of the British Oovernment In regard to these matters are followed with a keen and intelligent Interest, very dif ferent from the languid indifference which the "man In the street" in Eng-land shows towards Irish affairs. On all side one heard nothing but admira tion of the resolution which the BrltUH Oovernment and people had shown tn the short-lived great strike. On the other hand, there is centra! aurorlae. not unmingled with contempt, for the policy of drift followed In regard to the miners' strike. cool itici nios. It Is openly said, and I believe truly, that the Free Stale Oovernment would have given Mr. Cook a very short shrift. Even the Irish Labor rarty. under the able leadership of Mr. Johnson an Englishman, by the way has very coldly received Mr. Cooks appeals fcr assistance, and when he came In person to Dublin a few weeks ago his only supporter was the Irresponsible Jim Lar-kin. whose spiritual home, like Mr. Cook's. I in Mowow. Mr. Johnsan waa away addressing a Labor meeting In the country. The problem In the Free State today is how to live under a heavy burden of taxation, with the cost of living en hanced by high protective tarlffa. while price of produce are falling. A sad spectacle everywhere la the number of beautiful residences which have been abandoned by their former owners of the well-to-do class, because they cannot afford to keep them up. That. Indeed, Is common enough In England, and there, as here, aggravates the evil of rural unemployment. But an even more sinister feature In the Free Btate Is the fact that within the last few years arable land has lost nearly half its value, and Sn all aides one hears of farms changing hands at half the price paid for them, largely with borrowed money, a few years sgo; while for large farm requiring considerable capital to work there Is hardly any demand. The difficulty of obtaining capital to stock and work the land Is now Intensified because the banks, which were so lavish with their advances In the years of the boom, appear to be going to the other extreme, perhaps because of the large drop In deposit dur-Ing the last year or two. Irish capital Is now being used to finance British rather than Irish Industry. All round the agricultural situation gives cause for serious anxiety. The Shannon scheme represent a bold attempt to provide cheap electric power for industry In a country without coal. If successful It may-render the Free State less dependent on agriculture i"" aUorb much of ln casual labor Use this Becipo (op Mustard Pickies Use an earthen jar: 1 gallon vinegar 1 cup Colman's D.S.F.
