Eliminate Noise, Get Down to Facts. Much that is said amid the clatter of an election campaign is of little account, -says the Manitoba Free Press. Issues are created that arc not real issues, appeals are made to sentiment and to the emotions, personalities arc praised or atturked, animosities are kindled, old scores are taken out and burnished foi new use, statements are made that sound well but which have no basis in fact, rumors are circulated and .given an added imjHjr-tance, there is a general hurrah in the grand scramble to get voles for one side or the other. Most of the noise made during an election campaign does not mean anything. It ceases with the electionand a few days later the bulk of the electors are wondering how it was that they ever regarded these things as of importance, Another general election campaign is coming on and if he listens to all he hears or does not make- an attempt to analyze all he reads, the elector wjll, be Jikely to find, himself rather thoroughly confused and his decision at the ballot box controlled by some passing factor or i fancy that has. nothing to do with the real issues of the campaign. Two Outstanding Matters of Policy. - t There are two outstanding matters of policy that Britisji Columbia people can agree upon." One of these is a steadily decreasing tariff wall, the breaking down of which has just been commenced by the Liberals in regard to automobiles. The other is to fight persistently and consistently for freight rates for British Colunibia.as low as for other parts of Canada. Neither of these are new policies but they are just as important as ever. They are matters on which we can all unite. .We all want those things. Here's What Vancouver ' Sun Says of Restriction. As opposed to the principles of Liberalism, which call for a policy of trade and expansion, Mr. Meighen is again going to urge that Canada adopt hi poliry of restriction! Build a tariff 'Wall around Canada; stop this; stop that, don't let lhis be done; don't let immigration come in; no truck nor trade with the Yankees; no .agreement 'with Australia or West Indies, and all the rest of the isolationist performance. Mr. Meighen's friends would be doing; a great service to this public, if, it would show how Mr. MeighenV Eastern policy of lesiriciion win mum up a prosperous wesi now it will build up a. prosperous Vancouver. Under a policy of restriction, a few privileged people in Eastern Canada might get rich, but the country (rets noor. In ltl, the Tories came into power oh the policy of restriction. What was the result? 'Hie day before the polls were cluseir, .there was not a worVer. in Canada who could not go out jihtl get a good job at high wages. Twelve months after the polls; werp Vloited and the' country had voted against a policy of liade and expatisiou, they were- opening up soup kitchens all over Canada,, and except for a few Tories, vho, during the war. goi ncn, me itusuies oi me country languished. Coining into power in 1D20-11)21. the fjberals again set about a policy of expansion and trade. A firm that cease to think in terms of trade, cannot rush oui won a new policy and gel a lug Ht or new cii'lomcr.s. Trade connections ana trade confidence are things that take a consider able time to develop and in a very short time can be deslrmcd ( During the past five years, trade agreements have been made with various countries. Perhaps some of these agreements are inn very never, nut tney are evidence or a policy of trade expansion and show" Hint the country is headinr in the riirht (lirpHirm If the West and Vancouver are content to revert to a policy of restriction, Mr. Meighen's Eastern policy of restriction should be adopted; " ..n But there can be no growth for Western Canada or Vancouver except lmder a policy ot trade. 'If the West nnd Vancouver are to grow, that growlh must come from a Liberul policy of expansion and trade1. IS OPPOSED TO , INSTALMENTS Speaker at Convention Urats Cur tailment of That Method of Doing Business. VANCOUVER, jly 15. Kxcea- tiivc Instalment buying is a menace and danger to unsecuretf creditors, such as wholesalers' ami retailers, and to .tin prosperity of business iirineral, declare! Stanley AVindle. of ltegina, Sask., who 1day addressed the Domin ion convention delegates of the Canadian- Credit Men's Trust As sociation on "Instalment Selling from the Wholesalers Viewpoint.'' "I am not opposed to instal ment buying, but I am opposed to it when it encourages an over- consumption of luxuries, saul Mr. Windle. Injure Nation In his address, .Mr. Vlndle appealed to the -delegates to do " all in your power to stop the spread Of Instalment buyirtfr," which, in periods of depression ami crop failures. Would injure the nation. Mr. Windle pointed out thai tin instalment selling lias many supporters, particularly the automobile industry, 'bin that business experts are opposed to Ibis form of purchase. They declare H is Impossible for the public to discount or mortgage future earnings for an indefinite period in advance, and that luxuries are often purchased instead of neces sities. There is also the tempta-ton to spend more than is earned. Dakota Example Continuing. Mr. Windle said: "In 1922. it is estimated that Hie entire income from wheal growing in North Dakota was barely sufficient to pay the cost of auto mobiles and their maintenance. Without desiring to earn for myself the reputation of being a vi sionary, I venture to state that a similar situation would occur in many localities in Canada if they should, unfortunately, suffer a crop failure, (tellable data on Canadian conditions in very hard to obtain, but one's observation Is sufficient lo convince, usiibnl there must be a huge sum out standing and payable from the proceeds of the 192G crop." CAUGHT YOUNG SEAL WHEN FISHING NEAR VICTORIA IN SAANICH VICTOMA, July U. Half a dozen keen young fishermen at Brentwood, in Saanirh Arm, this week got the surprise of their young lives when they hooked a ')aby hair seal wldch had appar ently got caught in grabbing a fish which the boys had pre viously hooked on their lines. According to O. C. Orant, the baby seal weighed about fifty pound. It .was Unable to free itself from the hook and. evident ly disinclined to tear its mouth by snapping the line, it followed the boat until the boys pulled into the shore. Be!lowin and crying, after the manner of baby seals It made a noise that caused some alarm to the young anglers After the xeal had made its way to the beach, 'Cap I.. Baker of the boalhouse related it from the jbook upon which, with more bel lows, it immediately turned ar nund and flopped back into the water. THE MAN IN THE MOON Mil.
