The announcement of this appointment, which becomes effective November 1. was made yesterday by the Colonization Department of the Canadian National Railways here. Mr. Freer will have his headquarters In Winnipeg and he will have Jurisdiction over the whole of western Canada as well as the branch offices which have beet, established In Saskatoon and Edmonton.
