Police Change In Prince Rupert. The provincial police, which supplanted the local force in the policing of Prince Rupert, have now. been in harness jusl two weeks. True, rumor has it that the change ha had the effect of eloping down certain illicit businesses in town. Thoe engaged in the transaction of patronage of such businesses will undoubtedly know whether or not they fiave been affected but, as far as the law-abiding public at large is concerned, there is perhaps li f tie change visible. While we may now accept what we hear that llie're i. a change for Ihe better in Prince Rupert, tinle will only show and prove whether the change has reallly been aii effective und profitable one for the city. In the hieaii-iime, tlie new force is entitled to the co-operation of all citizens in its efforts to bring about the "clean-up" that was desired by the municipal authorities when they decided to make the change. One gratifying fealure following the change has been the fact that the provincial authorities have" seen fit to provide for the members, of the former city force who served the municipality o long and faithfully. Not Firtt Class Nations. Spain and Brazil are resigning from the League of Nations because they are not permitted lo hold permanent council steals. They have been non-permanent members, holding seats which may be filled from time to lime by the Assembly of the League. iney want permanent seats like Ureal Britain, France, Italy and Japan, claiming that their "prestige sufers from their inability to obtain them, and that their present classification reduces llwm to the status of second-class nations. Certainly neither Spain nor Brazil is a first-class nation. Indeed, Brazil has not yet reached the distinction of a serond-clas nation. There was a tinife when Spain was the greatest power on earth, but that lime was long ago. (Sreece has an even more glorious hislory than Spain, but Greece does not ask to be regarded --as a firstclass, nation. The -resignations, of Spain and Brazil from the League of Nations, '.of course, tniM be generally regretted, and efforts will be made to have them withdrawn, but the defection of neither should case any serious trouble.. If the choke is between Herman)- for a permanent seat and retirement of Spain and Brazil from their non-permanent , seats, the decision should be eay enough. The League cannot get along without fiermany, and it can without Spain and Brazil. Canada Enjoying Fundamental Prosperity. A1 IN. present moment the position of the Canadian farmer is. much 'more fortunate thnu that of the farmer in the, United Slates since the price of Canadian farm products is above the generalVp.rJce level, according to .the, cijn, ent monthly letter of .the-Ropl Rank of Canada. . FornMifiie months the whole trend -of baic commodity prices has beeh downward in both the United States and I'um.ln and as usual, raw materials have suffered more than' finished goods, the Jetler continues. It is p.vident that the balance be tween purchasing power and consumption is being maintained in neiier proportion hi Uanada than in the United States. In the meantime the present import -surplus can be interpreted as a good indication of the purchasing power, in the hdnds of Canadian consumers.
