Is badly advised, Frace is like ly to ratify the debt settlement, and the feeling here la that it Prance rati fies the United States wilt do likewise. Ratification by both governments. It Is believed In some quarters, will put to an end, or a partial end, the unfriendly talk and unpleasant demonstrations in France'dirrcted at the government and people of the United States. PforriDM ratification of the debt set tlement by' Prance would probably result In ratification by the Senate In (he coming winter session. While there would be much discussion of the set tlement In the Senate and some plain speaking about the rrench attitude to ward the United States; a majority of (he Senate would apparently vote for ratification, But otherwise, should Prance delsjr ratification Until well along in the coming winter, the whole matter would drift Jnto the Congress which Is elected In November. This will be the seventieth Congress and It begins Its career March 4, 1 937. Such a delay, many feel, would be unfortunate because It would probably mean the cancellation propaganda from Prance and elsewhere would be busy In the meantime and would not lend to stir up good feeling.
