Sir Henry has all the pep of an American; he has the thorough ness of an bngliahman, and he has the freshness and naivete of a Canadian. He is a citizen of a young country with youthful ideas and ideals. He is a man who has arrived and yet who sees nothing final in it. There ars still heights to scale. He hopes to see the country making still greater progress and the railway over which he presides, being of more and still more service to the country. Possibly by the time he comes again he may have definite proposals to make in regard to closing certain banks to fishing. The whole question has to be given thorough consideration before action is taken so that no mistake may be made. At the same time it is admitted by all that some action is necessary, if nothing but chicken halibut can be obtained from certain banks, they are useless to the fishermen and by giving them a rest they may be made once more fruitful.
