Over 100,-000 took part in the vote. Pauline Johnson is chosen as the greatest poet and John Redpath Dougall the greatest editor. Dr. Charles Gordon who writes under the name of Ralph Connor and who is also moderately well known as a Presbyterian clergyman who has since joined the United Chuith of Canada and who for many years preached at St. Stephen's, Winnipeg, to a congregation of intellectualsuincluding many of the professors of the University of Manitoba, generally uses religious themes for his books and he glorifies the Scottish Highlanders of Ontario. He always introduces a fist fight or a shinty match or some other physical struggle in'whi(,'h the passions of men are aroused and the hero wins. Also he rather glorifies the influence of the Presbyterian clergy. It's a number of years ago that a . famo'us writer mentioned how law was a scheme for protecting the para- site and prolonging the life of the rogue, but we are only just beginning to realize that it may be true. Tennyson said he was a part of all he had met but out west here we should hate to be able to say the same. Idleness is dangerous and yet a lot of us court . danger. PR. DOUGALL, OF THE WITNESS Dr. Dougall, editor of the Witness, is an example of a man who like Frank Oliver of Edmonton, has made good while being a financial failure. The Daily Witness, over the destinies of which he presided, went under. It could not survive the changing conditions and mode of thought of the younger generation. Yet Dr. Dougall has kept on the weekly paper and made it a power in the land, through its strong leading articles. One of his associates writing of him is reported to have said: "He has been carrying the heavy end of the load with an equanimity, grace and courage that would do credit to a man halt his age. He will be eighty-six on August 17. His forward look, prowess and production are the wonder of all who know him. His cold morning shower and his three-mile walk to business are ample evidence of his physical robustness. With all his eighty-six ' years,' he is living for the rising generation who have, through the voice of young people's organizations, so honored him." WISE DECISION OF COUNCIL The City Council has decided to meet fortnightly instead pf weekly as in the past. This Is a forward movement strongly to be commended. It indicates an absence of a desire to continually play politics as has been done in some councils in the past. There Is absolutely no reason why aldermen should meet ever' week unless . there is some unusual work goin on and special meeting can always be called if found necessary. Under this plan there will be less disposition to be always in the public eye than under the weekly meeting plan: This' is the time .of yewr when everyone likes a 'i cnange. (3 Co-operation with the federal authorities for the enforcement of the Customs and Inland Revenue Act to prevent smuggling of liquor and illicit stills. Amendments (a) Appointment of three magistrates with exclusive Jurisdiction for enforcing the Prohibition Act. (b) Reduction lntbe price of certifi cates Issued by physicians in prescrib ing liquors for medicinal purposes.
