At the Prince Rupert public library.books are loaned free or charge on condition that they are returned within a reasonable time, after wnlcji a fine is imposed. Most people appreciate this, return their books in, good time or pay the fine. There are always exceptions to every rule. In connection with the work of the library, there are borrowers who take away books and do not return them. Sometimes they leave town and take the. books with them or leave them with a neighbor who fails to return them. Occasionally a book is lost or destroyed while moving house or damaged to such an extent that it cannot be returned. In such cases the book should be paid for. Just now the library board is trying to secure those books that are not returned. There are not very many because the average person appreciates the service the library is giving and sees that the books come back regularly. Possibly a word to the wise may be sufficient. It has to be remembered that to keep a library book is stealing and theft is an indictable offense. The system is rather complicated and a great deal of work is involved in connection with the count. Then came the split between the parties and thousands of Chinese flock to the British territory for protection. It has been a habit for years for Chinese refugees to fly to British territory where the vengeance of their political opponents could not reach them. It is the only place where they can secure justice. Yet there are many Canadians who think Britain shonM withdraw from Chinese territory. They see no value in the naval station of Hong Kong or the core!;ion at Shanghai. And yet it is the Chinese themselves who are the first to take advantage of the protection of these areas. FROST IX EUROPE Western Canada and United States is not the only cold area this winter. Europe is having her share. Zero weather is playing havoc with the waterpipes in Prance, and England is revelling in winter sports.
