Everything is operated in a big way and especially transportation systems. Small concerns do not usually succeed. A short railway misses the profits from the long haul. While General Sutton is a spectacular figure and he appeals to many it is not likely that his railway proposal could succeed permanently. Canada has two important railway system today and the Peace Kiver should be opened by one of them. No one else can do it satisfactorily. Italian Dictator Which he . Probably the whole matter may be taken up by the Premiers at the con ference or if not the Dominion Government would do well to make a move very soon. What is wanted is a railway that will operate efficiently and continuously and this can only be hoped for- if it Is operated either by the Canadian National or the C.P.R. Possibly the Peace River is big enough and of sufficient importance to warrant the operating, of two systems but that does not seenruiuite rensnnnhla int. tinw . . . . ONE OF Illl'FiriJI.TlPS While the Peace River should be a natural feeder to the main nne 01 me .Canadian .National, a feeder that would undoubtedly . make, the western section to Prince Rupert pay in avvery short time, it also must be remembered that the P.G.E. has no western outlet ior us grain except over the difficult Kicking Horse Pass route which is expensive to operate. - That company undoubtedly will be looking for a better road to the Pacific over which, to haul the bulk of its grain. TJbat might be found in the route to Stewart, from which, port it would operate its fast Pacific liners or in making conjunction with this port. The failure of the Canadian National to operate trans-Pacific liners from this port would leave the C.P.R. with the field all to itself. MUST KNOW ALL SIDES We are trying to give our readers every phase-of this situation. We cannot bluff the railway builders into believing something' that is not true, as is being attempted in. some of the Vancouver papers. The engineers have the facts and the railway heads have the facts, a great many more than any of us. They have all the figures on tonnage and costs and they know where a railway is likely to pay. Having that in view it is quite useless for newspapers, individuals or the public bodies to try to prove anything which is not true. It is just as well for us to look at the question from every point of view and to note difficulties which have to be overcome. The only place where our influence comes in is when the political factor is considered- This is sometimes all-powerful so we must keep our end'up and let the leaders know that we are on the job and are expecting the proper treatment for this part of the country. ' BRITISH NAVAL POLICY Much interest is being taken in this country as well as in Britain over the Liberal declaration in regard to their naval policy. Headed by Lloyd George, the Liberals demand naval reductions and state, that had proper concessions been made there would have been no,oreakup of the conference with the United States over naval re-duUn. They state that the present navy is beyond present requirements. Viscount Cecil, who recently resigned from the British cabinet over the disarmament conference, is preparing an elaborate scheme for European disarmament which he expects to submit later. It is state'd that Liberal opinion, especially in regard to this matter, is steadily growing and with the possibility of a working arrangement between Liberals and Laborites, it is quite within the realms of possibility that the British Conservatives may be defeated at the next election 1 1 ok y "rr fwsi - rw sr ooup bad been attained by a thorough reign of terror.
