The chief exception we take to the letter is in not classing the waterworks as a utility. There are1 three utilities here, all of them necessities. They are . water, power and light, telephone. Either or all of these are sometimes owned and controlled by companies under special charter. . Possibly now when tbe monthly reports are submitted to the city council, the report of the waterworks will be supplied along with those of the power and light and telephone. In that way only can tbe ratepayers here know what is actually being done In connection wfth their utilities. They choose a mayor and council, to look after these things and this is done through a department of utilities. If the figures are given to the public roon&ly. there will be no cause for anyone to think anything is wrong or that losses have been sustained if there are profits. It is holding back that causes suspicion. A lot of people are much more interested in the outcome of the big fight or the result of the world series than in how their own business is conducted.
