Perhaps be is not a brave sailor-and a humane man, but only a convicted felon, who ought to expiate his crime. Perhaps, even if there is something to be sajd for a Canadian rum runner who saved American seamen frdm the' grave ef ships and men in the angry waters of the Columbia River bar, the justice of the United States cannot be vindicated except by hitptfaishment. Perhaps the government of Canada oejrht not to interest itself in what happens to this man. Perhaps it is so. But we cannot bring ourselves to believe it A great many of our fellow citicens cannot bring themselves to believe that Canada ought to abandon Captain Pamphlet. They will be stirred by the latest news about him. He has gone down from this city to Portland, to surrender himself to the law officers of the United States. He is facing a term of two years in the federal penitentiary at McNeill Island. He has exhausted the legal resources of his defense, and the Supreme Court of the United States has said that his answer to the indictment, "that he did en ter the United States without a passport." is not sufficient if it rests upon the fact that he entered to save American lives. It we are wrong in our opinion, we have been misguided by the news items in the American newspapers. They say he was bound south out of Vancouver In his converted Pescawba, halibut schooner turned rum runner, running well outalde the twelve-mile limit, and, therefore, rum runner or not, bound upon his lawful ea occasions. They say he sighted the Caoba, lumber schooner, American register, in distress on the Columbia bar, her people in peril of their lives, They say he put his helm hard a-starboard, ran shoreward within the tweh e-mile limit, put his Pescawha alongside the Caoba, saved her people from the sea. They say he acquitted himself well and truly,! he and hjs men, like good seamen and brave men. And they say that, the rescue made and the sea abated, the United. States revenue cutter pat out and arrested Captain Pamphlet and his staunch little rum-running schooner. There seems to be enough corroboration of this story to make it credible. They have trusted Captain Pamphlet not tb run away from his punishment, any more than he ran away from the sea tra-ditioh'W his race. He has made his fight, he has protested his innocence, he has said he was not bound upon any business in violation qf American law in the place and at the time of his arrest and n6w he has gone to give himself up. And for further corrobor-ationwien he gives himself up. and when they search him at the prison gates, they will find he carries a gold watch, bearing this inscription: "Captain Robert Pamphlet, a true sailor, in recognition of his action In rescuing the crew of our SS. Caoba at sea, February 3, 1925. Sudden k Christensen." We think that President Coolidge. if he heard this story, would feel that Captain Robert Pamphlet. Canadian master seaman', was too good a man to go to prison in satisfaction of a technical offense against the laws of the United States.
