Wednesday, June 22, 1927 WELCOME TO VANCOUVER PEOPLE A cordial welcome is today extended to the Vancouver business men who are visiting the city under the auspices of the Board of Trade. Some of them have been here before but there are among them men who have never visited the city. It is to be hopd they will spend the time enjoyably and profitably, adding to their store of knowledge in regard to the possibilities of the north coast. We also bespeak for their careful attention the prospects of the mining communities on. Portland Canal. Both Stewart and Alice Arm are attracting the attention of many Americans and it is to be hoped the monied people of our own country will also do their share in developing the mines and consequently reap a goodly share of the profits therefrom. Loyalty is shown by the attitude adopted by people toward their own country and not by the waving of flags or the shouting of the multitude. The whole world is made for our especial benefit or as much of it as we can easily reach out and grab. We have been wondering if the Vancouver people came to learn or to leach. They may do both. ATTITUDE OF BIG FELLOW TOWARD SMALL There is usually complaint made that the big fellow has littl consideration for the small one. Complaint has been made in Prince Rupert that many Vancouver people have adopted the wrong atti tude toward the development of Prince Rupert. The very attribute which makes for the building up of a community is apt to be carried too far and turn the big community into an overbearing big brother who tries to take everything for himself. This is usually the com-lpalnt of small places against neighboring large ones. It is the complaint of some smaller places against Prince Rupert. Such an occasion as the present is a good one for getting rid of these ideas. If there is cause, it is a good thing to have it removed. Vancouver is the big overgrown brother of Prince Rupert. Both feed at the same table, both flourish or suffer from the same causes. Consequently they should help each other and any rivalry, if there is any, should be of a most friendly nature. The world is a chess board and position counts a lot In the game of life". Prince Rupert seems to be pretty well located, don't you think? The people in Prince Rupert are all able to eat, drink and enjoy life and that is about all they do in other parts of the world. Then they sometimes raise an unholy howl if things do not please them, and that, too, is their privilege just as elsewhere. NAVAL CONFERENCE AT GENEVA The object of the three-power naval conference, which has been in session at Geneva was to complete the work of limitation of naval strength begun at the five-power conference in Washington. There a treaty was signed in 1022 limiting the tonnage of battleships for the United States, Great Britain, Japan, France and Italy, limiting also the total tonnage of air-craft carriers and limiting the size of individual cruisers to ten thousand tons. The Washington treaty laid down the now famous ratio of 5-5-3 which resulted In the scrapping of large number of battleships. By the treaty, tire at Brjtain was permitted to have a total battleship tonnage of 525,000 tons, the United States the same tonnage, Japan 315,000, and France and Italy each 175,000 tons. The giving to France and Italy of a lower ratio than to the others caused In later years considerable criticism, especially In France, where it was openly stated that France could never accept a similar ratio for auxiliary craft, destroyers and submarines. The Washington Treaty fixed 35,000 tons standard . displacement as the maximum tonnage of each capital ship to be constructed .by the signatories, and fixed the maximum calibre of guns aboard at 16 inches. The total tonnage for aircraft carriers was placed at 135,000 tons for the United States and Great Britain; 81,000 tons for Japan; and C0.000 tons each for France and Italy.
