McNeil, M.P., to the cabinet iwaltion in Britain of Chancellor of the Duchy of Lancaster, recently vacated by Viacount Cecil. Not for -10 years since John Bright resigned from it, has the office been so prominently before the public as it has been over the resignation of Viscount Ceci'l. He was appointed in 1921 and re-signed.affer the failure of the tri-partite naval conference at Geneva in August of this year, when the representatives of Great Britain, United States, and Japan failed to agree on a reduction in naval armament. Viscount Cecil and Sir Austen Chamberlain, British Foreign Minister, represented Grent Britain at the conference. The post of Chancellor of the Duchy of Lancaster is not one involvihg matters of public policy, being charged only with the duty of managing 'the Duchy estates which belong to the King. The County of Lancashire was erected into a Duchy by Edward III. for his son John of Gaunt in 1377 but in 1399 it became merged in the Crown through the accession of John of Gaunt's son as Henry IV. The revenue of the Duchy of Lancaster in 1925 amounted to 140,489, out of which the sum of 70,000 was paid to the Keeper of King George's Privy Purse for his Majesty's use. The salary of the Chancellor of the Duchy oi Lancaster is i2,00O per annum. The revenue of the Duchy is chiefly derived from rents and royalties. They raised the ante on the number of shares, yet Lewis hesitated quits a while before agreeing to this condition. But how did It happen that over half a million shares were admittedly outstanding when the State Corporation Commissioner had authorised tne ale of only 166,000 shares? He did not succeed, so he began to feed the books one at a time at intervals to Wm. C. Kotteman, the auditor who was making the Investigation. It Is remarkable that the faith of the bankers In the integrity of Lewis and his associates remained unshaken during the period. Even while the audit was progressing slowly during March, purchases of Julian Pete stock in blocks of ten thousand were made for the First Securities Company,' according to the testimony of Harry J. Bauer, who personally Invested half a million to help steady the market and to ac quire a large Interest in the California Eastern over whose directorate he was Mated to preside.
