BRADY mi:muku roit skkkxa stoi tlv pe- t PMIS OOVKItNMpiT'S vin i: K i,i mi:miikk ihaoi x- . Hansard j to Jhau4 reports more fully recent debate In the House of Com mons at OtuVa wherein Mlsi Agnes XlcPhaU, Progressive., member tjr Orey boutheait."' Qittario. J. C. Brady. Mi. for Sktena, and J. S. Woodsworth, the I Winnipeg Labor member, had dlller-1 tnces over a vote of 500,000 for cadet: training In Canada. Miss McPhall 1 scathingly denounced such a vote and I demanded that It be cut to II. Tlie debate ensuing -was In part as follows: Mr. Brady: "This is the first time that I find myielf In utter opposition to any hon. member. In the presentation jt matters to this House. On the question of cadet traUUng, I can present, to the hon. member ioi Southeast Grey an experience of twenty-eight years In cadet work, not metely in Canada, but in Australia, Mew Zealand and South Africa. Tennyson once said: 'Self- knowledge, self-reverence and self-control are the three great powers In the development of character and morality.' and in cadet training we have taught and Inculcated that in a degree which i perhaps not known by the hon. mem ber but Is known by aU who have seen the effects of cadet training In the high schools and particularly In high schools throughout Canada. I am sorry to have absolutely to appose the views of the hon. member. I would like to be able to agree with her. but In a question of this sort we must be honest and we must recognize the fact that there Is nothing military in the training given today to cadets in the high schools of this country. Furthermore the physical training Is absolutely up to date , and commensurate with the best improvements In the physical development of our youth. I would ask any hon. member just to ponder over this question. What is the purpose and aim of the educators of our youth in Canada today? It Is this: To make good citizens; to make law-abiding citizens; to make citizens who will live up to their responsibilities. I say unhesitatingly and without fear of contradic tion that cadet training in our schools today is bringing out from our youth all those attributes ,of honor, discipline and self-control that go to make a great country and a great nation. Furthermore it is wrong, it h, to say the least. Improper, that a view point is given out to our people and to this House that bur youth are made biased by the training which they re celve In those schools. I would like the hon. membe; far Southeast Orey to visit tlx schools In British Columbia and see the actual conditions and the Uachers who have charge of thPM boys. I would challenge her. to. see even euiolance. even s very shadow, . of lfc&tmUitarY drasomiwhlch she has lifted up and presented to many people who ere Ignorant of the facta that lie be hind this cadet training." Mit. voo!Noimi Mr. Woodsworth: "Perhaps the hon, gentleman has not read the report tq which the hon. member tor Southeast Grey has referred, namely, an inquiry Into conditions in the schools in British Columbia, In which report the commis sioners spoke very strongly against the cadet training." Mr. Brady: "I had a part in the re port of that commission. I likewise as stated In a small way In the work of the commission. Whether that rejurt was advert or not, you -will always have opinions adverse to every scheme that has as Its foundation, the purpose of ennobling our youth and making them law-abiding citizens." Mr. Woodsworth: "I hope the hon. member does not suggest that Doctor Putman and the other conunUloner were opposed." Mr. Brady: "J am quite pleased when, ( near the non. member lor winni)eg ljorth Centre refer to Doctor Putman. I know Wm personally. Of court, in any schema, no matter what It Is, there are lm)erfectlons, and he may have In' vtanced a few things that perhaps he would like to see improved, but I say unhesitatingly that If there is one thing that has been for the good of Canada, it Is the -cadet training that Is carried on In the high schools of the Duenliv lan, and ( say that that training should be continued until there Is not one boy in the length and breadth of Canada wlv will not know how to stand up straight ;and control hit body Ml well as ills nUixt That Is the pur WM.r1 hMHH 11 Afttr Entry Mtai ' Flavored with ths jsiica of Irii mint Uavs pose of cadet training. Everybody knows that the newspapers today are full of instances showing how our youth are undisciplined and unwlUlng to accept authority. They want to go the wUd and easy way. I say that there Is no form of moral discipline more natural In its application and more worthy of commendation than the cadet training that Is given in the high schools of British Columbia; I cannot speak for the other provinces. HANDLING Itlll.K As to handling a rifle, you would imagine from all this talk about shoot ing, that every boy Is being taught to prepare- for the day when he may point that weapon directly towards the enemy. That is not so. T will tell you why we are teaching the boys to shoot. There not a season In which we have not scores of deaths through negligence and lack of knowledge of handling a rifle. Bf our cadet training we have reduced to a minimum the number of accidents in the hunting flejd In Brit ish Columbia. We teach the boy that in order to shoot well he must have perfect control over his muscles, that his brain and body must co-ordinate per fectly. I say that it Is absolutely nece. DTI I use of,the rifle, not tor military pur-I poses, by any means. I wish that those 'h4 are antagonistic to cadet training ' would only do the Intelligent thing and jgo and visit the schools where thli training is being carried on before they i oppose It I am speaking from expertise, and T am very sorry Indeed that I should be called upon to protest iirongly against what I consider the exaggerated picture of cadet training that has been presented by the hon. member for Southeast qreyv I say that if we had more of thl training, we would , have lens crime, and ' would have a better direction' of the energy of our youth Into proper channels."
