COURTS
Magistrate

of
Vancouver
had
some
interesting
and
incisive
re
marts
to
make
at
the
Constables
Association
in
Vancou-courer
last
week.
He
criticized
tbe
attitude
of
supreme
court
iudzes
in
quashing
convictions
for
technical
reasons
and
contrary
to
the
calls
of
justice.
The
magistrate
goes
on
to
explain
that
the
police
courts
are
where
most
of
the
criminal
cases
are
tried.
Throughout
Canada
only
five
per
cent
are
tried
in
supreme
courts,
sixteen
per
cent
in
county
courts
and
the
other
79
per
cent
by
magistrates.
This
made
the
lower
courts
very
important.
Hundreds
of
people
think
the
same
as
3Iagistrate
Shaw.
It
has
been
a
custom
for
Prince
Rupert
decisions
to
be
reversed
in
the
south,
not
because
the
sentences
were
unjust
but
simply
because
some
little
technicality
had
been
discovered
by
those
paid
to
find
it-
Stealing
has
been
legalized
both
in
the
country
"and
the
States.
Stealing
bases
is
very
popular
with
the
fans.
DELEGATING
OF
PARENTAL
DUTIES
Another
interesting
remark
made
by
Magistrate
Shaw
at
the
same
occasion
was
one
in
which
he
stressed
the
duty
of
parents
toward
their
children.
He
declared
that
people
were
amusement-mad
;
and
that
they
were
always
ready
to
turn
over
to
others
the
work.
they
should
do
themselves.
They
refuse
to
give
up
their
own
bridge
parties
or
other
outings
for
the
purpose
of
looking
after
tbe
children.
The
result
Is
often
disastrous.

Shaw's
advice
is
particularly
appropriate
just
now
when
the
schools
have
closed
for
the
long
summer
holidays
and
the
young
people
no
longer
have
their
daily
scholastic
duties
to
perform.
In
the
days
of
idleness
they
are
apt
to
get
into
mischief
unless
parents
look
after
them.
A
land
of
milk
and
honey
might
be
all
right
for
the
old
time-
youngsters,
but
even
kids
nowadays
want
their
bacon
and
eggs
for
breakfast.

salary
question
seems
to
be
settled
and
the

of

affected
have
left
town,
or
are
leaving
today,
It
might
be
just

well
to
talk
about
something

NEW
FLAG
So
contentious
has
become
tbe
question
of
a
new
flag
for
South
Africa
that
the
government
has
decided
to
take
a
vote
on
it
A
bill
has
been
passed
by
the
assembly
of
the
union
to
adopt
a
certain
flag

which,
the
Union
Jack
is
very
small.
This
was
a
concession
from
those
who
wished
no
Jack
on
the
flag
and
was
looked
on
as
a
compromise.
However,
the
objection
to
this
flag
was

strenu
ous
that
the
government
felt
constrained
to
give
way
and
hold
a
re
ferendum
on
the
question.
Should
this
flag
be
rejected,
the
whole
questjon
will
have
to
be
fought
over
again,
but
should
it
be
adopted,
as
seems
probable,

flag

officially
theirs,
although
it
will
be
used
with
reluctance
by
sections
of

community.
