Informed the council that whereas the superintendent at the first of the year had estimated there would be a surplus from the light department for the entire year of 719,000, the surplus for the first five month's of the year was already $10,000 which was a good deal better than was expected. Mayor Newton said that there had been a question as to whether these monthly statements showed "paper or actual surpluses."
