Another amendment was that the restriction as to the distance that cars- might be parked from a fire be reduced from ISM to 600 feet. ' The next Item of business happened to be a bylaw providing for the construction of a fifteen foot pavement along Borden Street under the local Improvement plan. Immediately after the bylaw was announced but before k had been read, Aid. Prudhomme rose to his feet and announced that be would like to object to the bylaw being passed at the present time. He felt that it was a mistake to proceed with further public works until such time as conditions were brought about in the board of works where a dollar's value could br obtained for every dollar that was spent The mayor felt that Aid. Prudhomme' objection was not in accordance with the subject matter of the bylaw. Aid. Oreer. chairman of the board of works, explained that It was desirous to get the work under way during the fine weather of summer. The city solicitor gave his opinion that, It Aid. Prudhomme objected, the aouncll had no power to suspend the rules and go Into committee to consider the bylaw. It could be taken no fur ther than the first reading Aid. Prudhomme went on to state that he waa not la favor of the contract system tor he felt that the work could br done more cheaply by the city itself If there waa efficiency and economy.
