American Government Apologizes for Violation of Agreement in Regard to Patrol Off Florida MIAMI, July 19. A letter from the state department on record in the district federal court here making known the termination of the agreement under which United States coastguard boats were allowed to patrol waters of British possessions off Florida cdast in search of rum runners, tendered an apology to the British government for a technical violation of the agreement and said that hereafter the dry fleet will remain five miles off the Bahama shores.
