S. House of Representatives to invite a committee of the British Commons to a conference of naral affairs with an idea ol arriving at a satisfactory basis for naval expenditures of each nation in order to prevent competition. While a formal conference last summer failed to arrive at a definite conclusion there is no reason why another conference should not succeed, especially since the people of the countries concerned had an opportunity to express themselves rrthe meantime and have done so, in England at any-rkw, in no uncertain manner. When this was written there was nothing to indicate what stand the British Government Would take in regard to the proposal. Apparently Canada views it with favor CONDITIONS OF RUSSIA Despatches seem to indicate that the condition of Russia is becoming serious from a financial viewpoint. Russia has no exportable surplus of grain and apparently produces nothing which the rest of the world wants. However she is in dire need of goods which other nations produce but, having no exports, her balance of trade is not maintained and her credit is valueless. Doubtless when the Mayor and Council take action! they will give a full and complete exp'anation of their I action to the ratepayers who have to ratif v the deal be-' fore it becomes an accomplished fact. Without spending hours poring over details, no citizen can at present form even an appropriate idea of who should get the plant. The people will want to know why any one bid is better than the others, which means that an analysis of each must be made, especially of the ones coming nearest to the highest bidder. The city council has a big job ahead of it, a job that no one can envy them. There is endless detail to be considered in connection with the bids, especially to see that the rights of the city are fully protected and that the future as well as the present is safeguarded. The mayor is to be congratulated on the careful manner in which he ! has conducted the negotiations so far and if the same care ; is used to the end, doubtless the people of the city will back up both him and the aldermanic board when the bylaw is submited.
