VICTORIA, Dec. 26: -there is' said to be a possibility of British , Columbia having a minister of fish-1 cries and that the matter will bei brought before the legislature at Its ! session , next month. Now the province has control of the nsh after they are caught, although the Dominion still retains control of the fish up to the time the fishermen take them. Up to a few weeks ago the Department of Marine and Fisheries in Ottawa was almost solely responsible for fisheries administration on this coast ahd it Was to Ottawa that nearly all problems of the cannery interests of the coast were referred. There is, of couree, a Vancouver office of the department ably manned, but questions of policy were for the most part up to Ottawa to decide. The British Columbia Government has contented itself with the appointment of a fisheries commissioner to attend to the minor duties devolving upon it. The late Hon. William Sloan held this post along with the portfolio of minister of mines and at present Hon. S. L. Howe administers it Jointly with the duties of provincial secretary. Now, it is rumored, there may be a demand for a full-fledged department to take over control. Thus lands, agriculture and mines would be joined by the fourth natural resource, fisheries, tn official representation. , liabcoclcin Charfe Whethef or not such a department U created, the deputy in charge will probably continue to be J A. Babcock, now deputy minister of fisheries. Mr. Babcock is highly regarded by the industry In British Columbia and has been found to be sound In his theory and practice as a fisheries expert. He is proving himself now not only a conservationist but an administrator. While it is admitted that the Provincial Oovernment must find some sourer of revenue to pay the cost of this new administrative work, the form of levy that will be used has not been decided.
