A very important gathering of labor leaders will take place at Washington on October 29. It may possibly be made the most important gathering ever held, or it may prove to be a farce. Ht is a world conference for the purpose of unifying the efforts of labor in all countries. The News has on more than one occasion given the opinion that no effort for better ment of labor conditions can possibly be stable unless all the countries of the world are included. Cheap labor will always compete with dear labor, and we have passed the day when it might be possible to fence off the countries where cheap labor is employed. China tried fencing the other countries of the world off and remained stagnant for a thousand years. That the penalty. Any country that erects a barrier whether of trade oi anything else against the rest of the world will from that moment commence to stagnate. The labor gathering at Washington will, it is stated, an eight-hour day policy for the entire wgrid; state aid unemployed; regulations or prevention of child labor, ditions of employment of women in industry. Those who know the labor conditions that exist in some of the countries against which Canadians compete will realize how far-reaching that small program might be. The representative of the Pacific Sea Products Association is in the city for the purpose of organizing the fishing industry in the direction of the marketing of their product. At Seattle the fishing industry has secured a good deal of eneou ragement and here pubiie atténtion has been drawn to the matter again and again with the result that the Dominion Government is now in- teresting itself in the business. Prince Rupert fs the natural fishing port of the Pacific aad if the authorities .act wisely and provide proper facilities, the business will not only be retained here, but will increase. The News has said this before, but it cannot be said too often. The authorities do not yet seem to have grasped the fact that the most important industry we have is the fishing industry. NOW THEREFORE, THE MUNICIPAL COUNCIL OF THE CORPORATION OP THE CITY OF PRINCE RUPERT, ENACTS A> FOLLOWS 1. It shali be lawful for the City of Prince Rupert to resurface the plank road Ways herein referred to, and also make repairs to the superstructure where neces sary, such work to be executed under the supervision of the City Engineer. 2.
