Ottawa, August 17.—With the; opening of Parliament only three weeks away the political situation | at Ottawa which is calm today will be troubled before long. In the meantime the Premier is en- gaged in doing honor to the Prince of Wales. Cabinet recon- | struction has stopped for the present and steps are being taken to bring the two newly appointed mininsters into Parliament. Lib- erals are also hoping to have their new leader on the floor of the House. The choice of Mackenzie King as leader of the Liberal party has sent a chill up the backs of the Unionist leaders, and especially so since they have seen the un- expected strength that he is de- veloping. Not only are the old party leaders rallying to him but those of an independent turn realize that he is a strong man and that he looks like a Winner in the near future. Rumor is strong on an election during the autumn, immediately following the session. Many of the members and a few of the ministers are out nursing their constituencies as the campaign, when it commences, is likely to be shert. The city had other undertakings such as the building of streets which it must attend to. The company, he understood, would not depend on the city alone. There were lother possible developments out- side the city such as pulp mills, |cement piants, smelters. He had no faith in Wark Channel and there was only the Eestall or Khtada left, but it would be a long time before they could hope to develop them. Personally, the mayor objected to a partnership. He would prefer to eontract for the power delivered at the city gates. It might be cheaper to shut down their own plant and buy the entire city load from the new company, using their own plant as an aux- iliary. He was favorably im- pressed with Mr. Young's mission but much depended on the nature of the contract which the pany was prepared to give. Would be Shown. It shall be lawful for the City of Prince Rupert to resurface the plank road ways herein referred to, and also make repairs to the superstructure where neces sary, such work to be executed under the Supervision of the City Engineer. 2. For the purpose of paying for the said work hereby authorized it spall be lawful for the said City of Prince Rupert tw create a debt to the amount of §25, 000.00, which debt shall be payable in five (5) years from the date when this bylaw takes effect, for which debt Seria! Debentures may be issued to be secured as hereinafter mentiond. 8. The Mayor and Treasurer of th City of Prince Rupert may, and they are hereby authorized and instructed to sign, and amx the Seal of the Corporation, t& each of the debentures hereby authorized to be issued 4.
