Easy Matter to Become a Voter. Nothing is more disappointing than to find on election day that a person is unable to vote just because he has neglected to register. It is so easy to put the name on the list that it is often neglected. All that is necessary is to stop some official in the midst of his already heavy duties, listen to his expletives for a few minutes and then insist that he get in a stock of forms so that when you come around next time he will be prepared to take your affidavit and place you on the list. In the less civilized parts of the province where the people herd together in large numbers, those wishing to register have been sent from pillar to post until tired of the game of hunting for an official with the requisite blank forms and the time to take the affidavit, they have given it up and decided not to vote at all. Here, however, everything is different. All the officials in the city from the mayor down, are well supplied with the requisite forms so that there is no excuse for not being on the list. We do not know this from experience but knowing the oflicials and their anxiety to do their duty we feel certain that they are so anxious to receive applicants. It is customary for the political parties to be well represented in the matter of commissioners and usually there is at least one of the number that has the forms and knows how to fill them out. If that one will notify the Daily News, we shall be glad to publish the name for the benefit of those who wish to become voters. We should like to have the name of a labor, liberal, conservative and unionist commissioner, so that every affiliation, if there are such here, may be provided for. We have known it so easy to become a voter in this province that hundreds of men, who had never seen a commissioner, found their names on the list, their oaths having been taken by prox) apparently. There are usually plenty of dead men on the list. It would be a treat for Prince Rupert to be the one city in the prov- ince with a real live list. Another Small Step In Port Dev Another small step is announced in the development of the port of Prince Rupert. This time it is the Provincial Govern- ment that is providing it. Bids are being called for an extension of the Provincial Government wharf and the old wharf is to be strengthened and repaired so that it may be able to fulfill its purpose and receive a load of freight. Last winter the Provincial Government put in a float at Cow Bay which has been of great benefit to the fishermen and others who use smal! boats. It was not large enough. No one thought it would be, but it has been a help until such time as the Do- minion Government gets its dock under way next year. Now the Provincial Government under the advice of the local member, is having the big dock extended. ignominious Position For City Council. It was an ignominious position for the City Council to have to take when it decided last night to withdraw the bylaw on which it had put so much time and which Alderman Kirkpatrick had so ably piloted through its various stages. It was not to be expected that the lady alderman would have been alive to all the legal aspects of the case, and the one essential of having it passed on by a4 legal man had been omittted. The interests adversely affect- ed by the passage of the bylaw were quick to see the weakness of the enactment and they at once took steps to quash the measure, first notifying the council that they were about to act. The council referred the matter to Mr. Williams who reported that the council had gone beyond its powers.
