In fact, it must be pretty difficult for any citizen to explain why he or she is not a Civic Centrp member. Certainly no one who does not belong can lay much claim to public spiritedness. Such membership should be almost a "must" in personal budgeting. Let us all be able to enter the Civic Centre and enjoy its privileges with a clear conscience.
